These files is used in counter strike server made by [A]BDUL [W]AJID [L]AKHANI (addons). It includes sxe injected , amxmodx with important plugins specially a plugin named rate_manager is used to reduce lag in the server and win_hl_booster . I hope this addons will helpful for you and your server .
